Malaysians working in Singapore add to Johore Johor Bahru’s parking woes, but little relief is at hand

JOHOR BAHRU – The sky is still dark when sisters Wong Oi Fah, 79, and Wong Oi Ling, 68, arrive at 4.30am, ready to begin brewing concoctions at their Chinese herbal drinks shop, which opens from 9am to midnight in downtown Johor Bahru.

Despite the early hour, it is “very hard to find parking” for their compact Perodua Myvi near the Jalan Pasar shop lot.

The aggravating parking situation in the state capital’s city centre has become worse of late, exacerbated by Malaysians working in Singapore who hog public parking bays in the area before heading across the Causeway by bus. Omnibus Second Link 2nd

As it is, residents, business owners and visitors in the area have to compete for limited parking spaces. The problem is compounded by the daily stream of workers heading to the Republic, who leave their parked vehicles from day through night in the southern state’s various towns.

“It’s been like this for many years,” said the younger Madam Wong at their century-old Kok Yow Yong Drinks Shop when The Straits Times visited recently, noting that many of the public parking spaces are taken up by the time she gets to the shop.

“I pity the businesses here... the lots are always full,” she said, adding that businesses like hers – alongside kopi tiams, beauty salons, old-style jewellery stores and sundry shops – have been struggling to attract customers who cannot find a spot to park in the bustling downtown area. And those who chance it by parking on the roadside have had summonses issued and their cars towed away by Johor Bahru City Council enforcement officers, who regularly conduct checks.

But little relief is at hand for the time being, as the local authorities continue mulling over solutions to the endemic parking woes, involving time limits for public parking bays and providing more parking spaces downtown.

State housing and local government committee chairman Mohd Jafni Md Shukor told ST that there are plans to increase parking spaces in affected areas, implement time limits for public parking bays, and work with bus operators to find more suitable locations for passenger pickups to reduce congestion build-up.

Bus drivers are often blamed for clogging roads and exacerbating parking issues. “We are told to wait only 10 to 15 minutes at pick-up points (so as to not block public roads),” said Mr Rajkumar, 50, a workers’ bus driver. Omnibuses 

Mr Kumares Varan, 29, from Kulai, who parks his car and takes a chartered bus from Skudai town on weekdays to a factory in Singapore, said: “There is no public transport to get here (to Skudai) and Grab isn’t cheap.”

“A task force has been set up to study the issue involving the two city councils (in state capital Johor Bahru and state administrative capital Iskandar Puteri)... but we need to study this carefully,” Datuk Jafni said, noting the rise in complaints from residents and business owners over the matter.

“We are closely monitoring this issue that has been raised by fellow state assemblypersons and the local business community... where motorists hog parking bays all day till late at night, causing disruption to local businesses here as customers cannot find a lot to park their vehicles,” he added.

Over 350,000 travellers cross the Johor-Singapore border daily, making it one of the busiest land border crossings in the world. Workers would park their cars in transit spots at certain towns in Johor Bahru or in the city centre before hopping on a bus to Singapore, returning only in the late evening.

Skudai, which is about 13km from Johor Bahru, is one such transit spot, along with Nusa Perintis – a suburb in Gelang Patah close to Singapore’s Tuas land checkpoint – and downtown Johor Bahru near the Sultan Abu Bakar Immigration, Customs, Quarantine and Security Complex.

Surveys by the Straits Times (ST) at some of these hot spots saw the carparks fully occupied for much of the day through early evening as workers on different shifts took turns snapping up the spaces.

“I see customers driving round and round to find a parking space before going away,” said a woeful Mr Thinesh Naidu, who co-owns a tea shop in Jalan Trus in the city centre.

Even the privately managed carparks are full. According to an attendant in charge of the parking area opposite Galleria Kotaraya mall in downtown Johor Bahru, around 80 per cent of its 200 lots are occupied by Malaysians who work in Singapore, who pay RM15 MYR15 for all-day parking.

And while some businesses are willing to pay RM150 (S$45) a month to the city council for a reserved space for their customers, some drivers continue to park in these spots illegally and risk their cars being towed away.

A 70-year-old car mechanic, known only as Mr Hock, has resorted to parking his two cars in front of his auto workshop early in the morning, in order to “reserve” space to work on his customers’ cars. He moves his cars elsewhere to free up the spaces when customers come in to have their vehicles serviced or repaired.

“If I don’t do this, I won’t even have space to do my work (out front),” he said.

Mr Hock has resorted to parking his two cars in front of his auto workshop early in the morning, in order to ‘reserve’ space to work on his customers’ cars.

The southern state’s public transport primarily consists of buses, supplemented by taxis and ride-hailing services. The local and intercity bus services connect some parts of Johor Bahru city and the outlying towns.

Malaysia’s car ownership level ranks among the highest in Asia. In 2023, Transport Minister Anthony Loke 陸兆福 said the country had 36.3 million registered vehicles, surpassing its population of 32.4 million people.

Statistics from the International Organisation of Motor Vehicle Manufacturers in 2024 showed Malaysia had 535 cars per 1,000 people from 2015 to 2020, ranking it second in Asia behind Japan.

For most drivers, paying for parking is not an issue. Public parking in the city costs from 40 sen for 30 minutes, with full-day passes at MYR6 RM6, while private bays can go up to MYR20 RM20 per day – which isn’t a lot for those earning in Singapore dollars.

“We aren’t in the wrong because we pay for parking,” said Mr Aswad Ahmad Anwar, 35, a Skudai resident working as a production assistant in a factory in Woodlands, who earns the Singapore-dollar equivalent of RM7,000 MYR7,000 a month.

Experts attribute the traffic congestion and parking issues to poor urban planning, over-reliance on private vehicles, low parking fees, and a lack of efficient last-mile connectivity between residential areas and cross-border bus transit points.

The prevailing reliance on cars and affordable parking make this a difficult issue with no easy or quick solutions, they say.

Mr Wan Agyl Wan Hassan, founder of My Mobility Vision, a transport think-tank focused on developing sustainable and inclusive mobility solutions for Malaysia, said: “MYR6 RM6 per day for city-centre kerbside space is too low.”

Associate Professor Walter Theseira, a transport economist from the Singapore University of Social Sciences (SUSS), favours time-limited “red” spaces for parking spaces to reduce day-long hogging and better public transit infrastructure for commuters to get around without relying heavily on their cars. 

“Many housing areas in Johore Johor Bahru don’t have good public transit access and when new developments are built, often the expectation is most residents will drive or use private transport,” he told StraitsTimes ST.

More parking facilities are in the pipeline, such as a mixed-use development that will be completed in 2033. The MYR2.6 RM2.6 billion project, to be built near Johor’s Rapid Transit System (RTS) station in Bukit Chagar linking to Singapore’s Woodlands North MRT station, includes a multi-storey park-and-ride facility that can accommodate 1,550 cars and 1,015 motorcycles.

Malaysia’s southern state is poised to be the country’s economic engine with the Johor-Singapore Special Economic Zone, a bilateral initiative meant to boost cross-border trade and mobility between Singapore and Johor. 

In December 2024, Johor’s Menteri Besar announced a joint committee between the state government and Transport Ministry to tackle dozens of congestion hot spots in Johore Johor Bahru JB, reported local media outlet Bernama.

A light rail transit system – or what Malaysia calls the Elevated Automated Rapid Transit or E-ART system – is also being considered to connect nearby townships to the upcoming Johor Bahru–Singapore RTS Link, the cross-border shuttle train service due to be completed by 2027.

For now, Johoreans are resigned to the situation but hope things will improve. As Johore Johor  Bahru Business & Hawker Association president Roland Lim told the Straits Times (ST): “This issue has persisted for years and we are numb to it.”

It has come to my attention that a significant number of Malaysian citizens i.e. passport bearers who are permanent residents (PRs) in Singapore do not reside in Singapore, instead opting for daily commutes solely for work purposes, i.e. they return to Malaysia to live.

Notably, these individuals retain the flexibility to withdraw their CPF (Central Provident Funds or Superannuation) at any time. Furthermore, they benefit from earning in Singapore dollars (SGD) while incurring expenses in Malaysian ringgit (MYR), potentially resulting in favourable exchange rates, i.e. international arbitrage. 

Interestingly, their permanent residency (PR) identification cards (i.e. Blue Identity Cards) often list i.e. state Malaysian residential addresses, raising potential questions about their residency status in Singapore as permanent residents (PRs). 

In the light of these observations, I therefore would like to inquire about the government’s stance on this matter and the rationale behind permitting such arrangements. 

There is nothing wrong for the original poster (OP) to pose this question. The only issue is OP writes as if she has submitted the enquiry to a government department. Has she submitted the feedback? Because gahmen [the government] for sure is not going to respond in Complaint Singapore (online blogs or social media).

PS: especially full blown Malaysians that came to Singapore to study polytechnic with full scholarships and tuition fee sponsored, accommodation subsidised, and monthly allowance S$1,000 SGD1,000. After this, no bond and got to university (uni) also scholarship, fully tuition fee sponsored, S$1,500 SGD1,500 monthly allowance, free or subsidies dormitory (dorm).

After graduated bonded SG Singaporean companies work 3 Three years, minimum 3.5-4K SGD3,500 SGD4,000 per month guaranteed, then got Singapore Permanent Residency (PR) & later citizenship. Marry Sinkie guy and got a HDB. Rent out after Minimum Occupation Period (MOP), and earn SGD while in Malaysia their parent left them 2 condo in their name, and they also bought new properties whilst renting HDB to poor singles Singaporeans who rent their room $1.2k SGD1,200 per month or rent fellow Malaysians working in Singapore.

Reality is Malaysia and Singapore have a long standing relation even pre-war (i.e. before the Second World War). People have kins, business, and move around freely. Our culture, food, struggles, goals are very similar and only divided by economic success in Singapore (SG).

Reality is that people who make their lives here, find love and actually build a family and career will continue to live here. Yes the occasional visit back to hometown but as kids grow up that reduces. After being away for 20-30 or even 40 years two three four decades. It’s more of visiting then going back to “live like a king” especially their children all studying or working in SG. They have their Central Provident Fund (CPF) tied to their housing loans etcetera. It’s been happening for decades, Singaporeans going to Malaysia to work vice versa. Back then it was merely about race (ethnicity) and not country.

Yes there are folks who go back but most stay here. The ones you talk about are either married to Malaysians who come here on long term basis and eventually go home. Those don’t actually last long or earn that much (yes more relative to what they earn back home) but it’s an incredibly tough life to rent, and work so far from family for 10-20 years. Can you do it? Will you fly to perhaps Northern Western Europe, U.S.A. USA United States U.S. US to earn the currency, live in a rented flat alone and send money home monthly? Do you have that in you my friend?

Your analogy does not even compare. How is what you mentioned the same as living in a big house in Malaysia (i.e. generally paying for goods & services in MYR) whilst simultaneously drawing wages in SGD, i.e. earning a Singapore (SG) salary?

If I am a Malaysian, I will work in Singapore in a PMET (Professionals, Managers, Executives & Technicians) occupation (job) on a permanent residency (PR) visa for 20 years (two decades) maximum, get a Housing & Development Board (HDB) 3-room (three-room) flat (apartment unit) while I am at it & then retire back in Malaysia living in a Johor (Johore) condominium (condo), while renting out the whole 3-room (three-room) flat (apartment unit) whilst in Singapore.

My left hand is soaked in the goodies of Malaysia while my right hand is simultaneously soaked in Singapore’s.

And the cons drawbacks disadvantages of either country do not apply to me simply because I can simply use the other country’s benefits to counter the cons.

If I am a Malaysian working in Singapore, I do not even need to ask my boss for a pay raise in 20 years two decades. Do you know why? Because the currency exchange rate (which is going up yearly appreciating) IS already my pay raise. In fact, the currency exchange rates MYR vis-à-vis SGD assures that my pay increases every few months.

His work and his pay, i.e. salary or wage is at least or approximately SGD2000 per month. I asked him why. He told me he now owns a terrace house as well as a BMW at the age of 35 and everything is fully paid, i.e. there are no outstanding mortgages &/ instalments. 

As a Singaporean, you are compelled to slog through your study. Get a degree but you still cannot own a car, i.e. a private automobile & a three-room HDB (housing & development board) flat, i.e. apartment unit in Singapore.

Every single day, there is always a Malaysian complaining and whining about how they lead a tough life, because they have to cross the causeway 長堤 tambak 第二通道 laluan kedua every day for work or cannot see their family often (because they think they are more special and unique than other foreigners with a similar experience in Singapore, apparently) and that Singaporeans should be more “sympathetic” understanding towards of them.

Despite facing institutionalised discrimination, low wages, weak currency MYR and having to work in another country for a decent living, they love to call Malaysia the best country in the world while constantly shitting on Singapore, by saying that Singapore is so expensive, the food sucks, living here sucks, etcetera while earning SGD. Even the “non-bumis” can be weirdly ultra-nationalistic for Malaysia. Some people don’t call them JHK 州府仔 for nothing.  “州府仔 JHK”

They use Singapore and Singaporeans as a scapegoat instead of their own government to vent their own frustrations about their country. Deep down, it exposes an inferiority complex.

Twelve 12 clinics were charged in court on Thursday (29th July 2021) with abetting a Malaysian doctor who was a foreigner (a Malaysian Citizen) to work in their outlets without a valid work pass.

The clinics, located across Singapore, are accused of abetting doctor dr. queck kian kheng aged 37 to work without a valid work pass between December 2011 & May 2019.

Court documents listed the twelve 12 clinics as follows Pacific Family Clinic, My Family Clinic (Tanglin Halt), My Family Clinic (Rivervale), My Family Clinic (Hougang Central), Pro-Health Medical Group @ LRT Fernvale, Silver Cross Healthcare, I-health, Healthway Medical Group, Health 2.0, CMI Life-Med, CMI Health Services and Avermed.

The outlets that dr. queck kian kheng allegedly worked at when he did not have a valid work pass are located in Jurong West, Hougang, Clementi, Sengkang, Woodlands, Punggol, Bedok & Redhill.

The clinics received between two 2 & eight 8 charges each under the Employment of Foreign Manpower Act for engaging dr. queck kian kheng to work in their clinics on hundreds of occasions when he did not have a valid work pass.

Doctor queck kian kheng is listed on Mount Alvernia Hospital’s website as having his own clinic, kk (kian-kheng) queck neurology centre.

In a statement on Friday, the hospital said dr. queck started practicing out of their Medical Centre A (MCA) since November 2019 and was already a Singapore permanent resident (PR) in August that same year.

“He obtained his Singapore Medical Council (SMC) Certificate of Specialist Registration in Neurology in the year 2016,” the statement said.

“As an SMC (Singapore Medical Council) registered specialist in neurology, both his clinics at Mount Alvernia Hospital’s (MAH’s) Medical Centre A (MCA) (first clinic at # 01-06 & current one at # 02-03), were duly licensed by the Ministry of Health.”

According to the Sing-Health website, he (doctor queck kian kheng) graduated from its residency programme in 2016. He (doctor queck kian kheng) is registered as a medical professional (neurology specialty) under the Singapore Medical Council, according to a search on its website.

For the offences under the Employment of Foreign Manpower Act, the twelve 12 clinics could be fined up to SGD20,000 per charge if found guilty.






Doctor queck kian kheng was given an employment pass to be employed by Singapore Health Services as an associate consultant. He began working full-time in the National Neuroscience Institute’s Department of Neurology around Monday, 1st August 2016, court documents stated.

However, doctor queck kian kheng “was a self-employed foreigner without a valid work pass” on hundreds of occasions. He provided locum services at medical clinics on his rest days or when he was available in order to earn additional income for himself.

The clinics came to know about the locum services offered by doctor queck kian kheng through online portals and word-of-mouth recommendations.

“Investigations revealed that the accused did not indicate his nationality or work pass status to the clinics,” the court documents said.

The clinics engaged doctor queck kian kheng on an ad hoc basis to attend and prescribe medication to patients, and paid him at an hourly rate of between SGD80 and SGD120 on each occasion.

At all times, doctor queck kian kheng did not have a valid work pass to be engaged as a doctor at the medical clinics other than the one he was employed full-time at, according to court documents.
